German Government Announces €18m Premium Support to subsidize climate insurance for African Risk Capacity (ARC) Member States
The Government of the Federal Republic of Germany today announced, on the margins of the ongoing United Nations 2021 United Nations Climate Change Conference (COP26), the sum of €18million to subsidize the cost of disaster risk insurance for qualifying African Risk Capacity (ARC) Group Member States. In her statement, the Parliamentary State Secretary to the Federal Ministry for Economic Cooperation and Development (BMZ), Dr. Maria Flachsbarth, stated that the commitment will help establish a Premium Support Facility for African governments and humanitarian agencies wishing to purchase climate related insurance.

A human-centric approach to natural Disaster Risk Management (DRM) will promote preparedness and early action for dignified responses.

Lesley Ndlovu, ARC Ltd CEO was a key speaker at the CoP26 "raising the ambition on climate change adaptation and insurance protection" conference. The key guiding question was how can insurers, the G20, V20 and German G7 presidency in 2022 strengthen climate and financial resilience? Key Discussions also centered around the critical role PPP can play in scaling up protection. ARC ltd CEO also elaborated on the ARC mechanism and how it is a shining light example of PPP and good practice.

At CoP26, we presented Africa’s best practice for mitigating climate crisis at the Anticipatory Action Side Event by UN OCHA and UNDRR. Smart partnerships among agencies is key to predictable funding, knowledge, and building capacities to reduce the human impact of disasters.

Very productive conversation with Dr Heike Henn, Director for Climate Policy, Energy, Urban Development and Environment and Commissioner for climate policy and climate financing at the German Federal Ministry for Economic Cooperation and Development (BMZ) on scaling up Disaster Risk Management and Financing coverage for Africa. The premium and technical support by the German Governmlent helps our countries in early response to disaster events.

Very useful meeting with Yannick Glemarec, Executive Director, Green Climate Fund on forging smart collaboration for Africa’s climate resilience. Strengthening countries Disaster Risk Reduction frameworks is crucial for developing holistic localised solutions against negative impacts of Climate Risk.
